This Week’s Updates
1) ”Energy Issues: Necessary information does not reach Politicians – Glancing back at harms of political initiative” by Takaaki Ishii, GEPR editor. (in Japanese.). In all issues, the term “political initiative” is used these days, however, is it right? This article considers appropriate decision making on energy policy, centering on 25% CO2 reduction target under the Hatoyama administration.
2) “Would electric industry profit more as they create more facility? – Merits and demerits of FCD method” (in Japanese) . A column from IEEI, by Policy Study Group for Electric Power Industry Reform, explains the FCD method, the way electricity price is decided, by expert of electricity. The review of this method is considered.

1） ”Several Nuclear Power Plant to be operated next summer – Ikata, Sendai likeliest to be the 1st: NRA sets new standards” (in Japanese).
June 20th article by Nikkei. On 19th, Nuclear Regulation Authority released new standard for the nuclear power station. It is expected to be taken effect on July 8th.Based on it, each electric power company is expected to apply for re-operation of the nuclear power station. However, the NRA requests implementing vent system to release pressure air for BWR, the same type reactor as the one had accident in Fukushima. Therefore, for those with this type, such as Tokyo and Tohoku Electric Power, re-operation is expected to delay.
2） “Oi Nuclear Power Station to continue operation – NRA confer on evaluation plan ”(in Japanese), June 24th article by Nikkei. Regarding currently running Oi No.3 and 4 plants of Kansai Electric, even after the effect of new standard in July, it is in the direction to be operated for the time being. These plants were resumed operation last July, and it is likely to be operated during this summer when electricity demand increase, before its routine inspection in September.
3） “Cannot envision the future of Nuclear Power – Under-enrollment at 7 University & Post Graduate Schools”(in Japanese), June 21st article by the Yomiuri Shimbun. It indicates that the popularity of the atomic energy study is declining from the criticism after the Fukushima accident. Whatever the Japanese people choose on future use of nuclear power generation and military affairs, the decline of core manufacturing technology is an issue to be concerned.
4） “Why 25%? - Considering and communicating the Japanese plan regarding ultimate aim and each country’s rational contribution” (in Japanese) . Paper by Mitsuhide Yamaguchi, Specially Appointed Professor, Research Center for Advanced Science and Technology, University of Tokyo, published 2010 at Society for Environmental Economics and Policy Studies. He explains how Hatoyama Initiative on global warming issues and his opinion; 25% less, 2 degrees suppression, and 80% reduction, was made in the international community. This paper is related to this week’s column 1.
